      Can only Microsoft Partners procure via the Azure Marketplace?

      To procure via the Azure Marketplace, the end-customer who wants to purchase your SaaS solution would need to be a Microsoft customer with a relevant agreement, but not necessarily a Microsoft Partner as well.
